3/4 The proposal establishes a Net Change Limit for the specified period and does not, in itself, authorize any specific treasury withdrawal. Upon review, no clear conflict or violation of any provision of the amended Cardano Constitution has been identified.

1/4 We consider this governance action concerning the “Net Change Limit of 300 Million ADA for Epochs 613–713” to be constitutional.

1/2 私たちは、「Name Protocol Version 11 hard fork – van Rossem」に関する本ガバナンスアクションを合憲と判断します。本提案は、Protocol Version 11のハードフォーク名称を定めるためのInfoガバナンスアクションです。

2/2 The content of this proposal does not present any clear conflict with any provision of the amended Cardano Constitution. Therefore, this proposal is deemed constitutional. For the reasons stated above, we determine that it is constitutional.

1/2 We consider the governance action “Name Protocol Version 11 hard fork – van Rossem” to be constitutional. This proposal is an Info Governance Action to establish the hard fork name for Protocol Version 11.

4/4 私たちは、本アクションにカルダノ憲法に抵触する要素や、NCLの範囲を逸脱する内容は認められないと判断しました。以上の理由により、私たちは本ガバナンスアクションを合憲と判断します。

3/4 本提案は特定の財務引き出しを承認するものではなく、将来の引き出し提案を評価するための定量的な上限枠を定めるものです。

1/4 私たちは、「Net Change Limit（Epoch 613 to Epoch 713）」に関する本ガバナンスアクションを合憲と判断します。本ガバナンスアクションは、改正カルダノ憲法第2条第7節に基づき、Epoch 613からEpoch 713までの期間に適用されるNet Change Limit（NCL）を設定するものです。

4/4 We find no elements within this governance action that conflict with the Cardano Constitution or exceed the permissible scope of an NCL determination. For these reasons, we determine that this governance action is constitutional.

3/4 It does not authorize any specific treasury withdrawal, but instead sets a quantitative upper bound that functions as a guardrail for assessing future treasury withdrawal proposals.

1/4 We consider the governance action “Net Change Limit (Epoch 613 to Epoch 713)” to be constitutional. This governance action establishes the Net Change Limit (NCL) for the period from Epoch 613 to Epoch 713 in accordance with Article II

5/5 今後は、こうした取り組みを個別に評価するだけでなく、それらの積み重ねが全体としてVisionを現実的に達成し得る構造を形成しているかどうかを、コミュニティとして検討していくことが重要になると私たちは考えます。以上の理由から、私たちは本ガバナンスアクションを合憲であると結論付けます。

4/5 憲法および関連するガードレールに違反せず、Infoアクションの範囲を逸脱していないことから、合憲であると判断されます。 加えて、提案者が本取り組みを通じてCardano Vision 2030のどの領域に、どの程度貢献することを意図しているのかを、定量的に示そうとしている点は注目に値します。
