First of all, their policies not even all-encompassing, Uber, unlike Lyft is broke up in regions and their regions are made up for similar laws. In some states, because of specific state laws I couldn't drive for Uber even if I wanted to. You're just looking at a generic thing about background checks which is what I said to you a minute ago. They run a 7-year background check on everyone, in this region violent crimes are held against you for 10 years. In Illinois and whatever else is in the region with them, you can never drive Uber with a violent crime, which is why I can never drive Lyft because Lyft just makes their policy based on the most stringent in the country everywhere... But I'm telling you what the policy is, and it's for drivers anyway not fleet owners. I only included it because I was a driver when I first got out.
