
That’s not how the geofencing tech works and you can’t get those data feeds to give you location data a specific device. It just gives you lists of device IDs (comparable to a cookie or pixel or event ID). That said, if you could get an app that is widely installed in a population (ex: the Bible all) and had the money & resources to implement location tracking on those millions of phones, then certainly you could surveil directly (illegally).
