Since 2013, it has been made mandatory to pass TET or CTET in order to qualify as a teacher in primary and secondary schools. In a way, TET and CTET are competitive examinations. These exams not only test the intelligence of aspirants who wish to become teachers, but also assess how well their teaching skills have actually developed. According to an order of the Supreme Court, TET has been made compulsory even for teachers who have been in service for 15 years. The Supreme Court has clearly stated that if a teacher fails to clear TET within the stipulated time, they must be retired. Under the Right to Education (RTE) Act, the criteria and qualifications for teachers in primary and secondary schools have been clearly defined. Now let me come to the main issue. In the Mumbai Public School’s Malvani Township School located in my Malad West Assembly constituency, teachers were recruited through an NGO. As a local public representative, parent, and member of the School Management Committee, I strongly opposed the recruitment of teachers through a private organisation. We expressed our opposition through protests. These protests were suppressed, and using the power of the government, teacher recruitment through the private organisation was carried out. The opinions and sentiments of students, parents, teachers, and School Management Committee members were completely ignored. Neither the central government’s law nor the Supreme Court’s order was considered during this recruitment. All rules, laws, and criteria were blatantly violated to recruit teachers via a private organisation. If the #teachers appointed through the #NGO were qualified as per central laws, we would have had no objections. But these teachers have not cleared either #TET or #CTET. Even the authorised teachers of CBSE classes from Grade 1 to 5 were arbitrarily transferred, and unqualified teachers were appointed in their place. This means that by recruiting unqualified teachers, the future of students at the #Malvani Township School is being jeopardised. And where is all this happening? In a school located in #Mumbai, the financial capital of the country and the capital of #Maharashtra. The path to national progress passes through the education sector. But if primary school teachers themselves are unqualified, how will the standard of education be maintained? According to #UNESCO guidelines, at least 4–6% of the budget should be spent on education. Our national education policies of 1967, 1986, and 2020 have set a target of 6% educational expenditure. Yet we have still not been able to achieve this target, what a tragic reality this is. On one hand, the expected expenditure on education is not being made; on the other, the future of students is being toyed with by appointing unqualified teachers. After presenting this distressing reality in the Assembly, the Guardian Minister for Mumbai Suburban tried to divert this extremely serious issue by bringing up political grudges. Such behaviour is unbecoming of the dignity of the House. Nevertheless, I cannot remain silent while the future of students in my Malad constituency is being compromised. Until these unqualified teachers are removed and recruitment is done as per the rules, I will continue to pursue this matter in the Legislative Assembly and at the ministry level.
