LATEST: DHS funding standoff isn’t ending. Bottom line — the hard-fought Senate bill, funding TSA and other agencies inside DHS except for immigration enforcement and parts of Customs and Border Protection, seems dead on arrival in the House. How exactly it will die and what it would be replaced with is unclear. Speaker set to address that shortly.

NEW — While you were sleeping, at 2am, the Senate finally funded most of Homeland Security. After a 42 day standoff and negotiations that fell apart and came together again repeatedly Funding package includes everything in DHS besides ICE and part of CBP. Agencies that WILL be funded include TSA, FEMA, Coast Guard, and CISA Now it goes to the House.

UPDATE — the vibes aren’t looking great in the House. Hardline R’s are banding together and demanding voter ID and perhaps CBP funding be attached. If that happened — and that’s big if — it would require the bill go back to the Senate, which has left town

"It's essentially what the Democrats have been asking for. And so we're going to have an opportunity to vote on that," said Senate Majority Leader John Thune. No deal just yet

NEW -- The Senate is *closer* to a DHS funding deal but isn't there yet. Senate Minority Leader Chuck Schumer said he won't accept the new Republican offer of funding all agencies inside DHS -- except immigration enforcement -- unless Republicans agree to ICE reforms. "We need reforms to ICE. We need to rein in the violence. We have never changed our position. This does not have any reforms in ICE," he said. Negotiations are ongoing, Schumer says.
