But if it's done - as Trump is indicating - just to punish civilians because he wants negotiations with their government, then it is a probable war crime. Otherwise, anything the military ever uses is "military," and nothing has a civilian presumption.

Blowing up a bridge is not, in and of itself, an example of a war crime. A bridge is a legitimate target if your enemy can gain some advantage by it remaining intact.

The North Carolina Patriot Guard on Tuesday escorted the body of Maj. Alexander Davis home to Goldsboro, NC and passengers at Raleigh-Durham Airport paid tribute. Davis was one of eight crewmembers killed after his B-52 crashed shortly after take off from Edwards AFB in California during a routine training flight in June. He will be laid to rest Friday.

@RadioFreeTom Modern militaries require roads, electricity, water, supplies. Bombing a bridge pressures the military by reducing its mobility and supply. Adding a threat to that bombing doesn’t make it more or less of a war crime.
