Your periodic reminder that Oxfordshire County Council is so clueless about congestion that it installed congestion charge points in locations that never had constant congestion. Displaced traffic ended up making congestion worse in the suburbs, where congestion was always bad.

Fair. The Oxford citizens assembly on transport was a farce. It didn't stick to its own terms of reference. The advisory panel was stuffed with public sector and lobbyists. Opponents were given a token speaking slot, and then asked to leave. They were not allowed to debate.

It's a good rule of thumb that anyone suggesting a "citizen's assembly" or "people's assembly" to decide anything "deliberatively" wants it to be controlled by and/or composed of themselves and people who agree with them, in order to produce a conclusion that they already want.

@streathamstuff In Oxford it's the LibDems who are pushing for the world's first zero emissions zone, a workplace parking levy, supporting the LTNs and putting in six traffic filters. Unpopular within the city, they're voted in by people living outside Oxford in leafy villages.

This resonates with the questionable approach to LTN monitoring used by Oxfordshire County Council. And that's being polite. Namely: measuring traffic and pollution levels on roads you've blocked off with planters (and not adjacent roads, now taking the displaced traffic).

A city of Edinburgh report shows the main objective of the Low Emission Zone is to "contribute towards meeting the air quality objectives". The council's own monitoring shows that the objectives were met 4 years BEFORE the LEZ was enforced, so it should have been put-on-hold.

Edinburgh Council told us that it needed to introduce a low emission zone to bring air pollution below the legal limits. But monitoring shows pollution was below the legal limit 4 years before it was enforced. CEC has made a lot of money since the LEZ was enforced. See below
