When savings are pooled into pension funds the collective strength is huge. That money should help rebalance the country & benefit ordinary people. Pension funds could pay for more council houses and cheaper renewable energy, which would benefit us all.

One of the major unbudgeted gains of abolishing Stamp duty on primary residencies is that when older people downsize the capital that is released will present into the economy. Be it gifted or spent, this could unleash a huge injection of consumption, aiding Vat receipts and with that spend multiplier / accelerator economic growth supporting the economy.
My hunch is that the net cost to the exchequer will be lower than forecast.
