The Nairobi Development/Zoning Policy (which has still remained in draft form for many years🤦‍♂️) lists the area where those plots are as Zone 13A. Under “NO. OF LEVELS/SKYLINE”, the value is listed as “Single Dwelling”, with the description: “One-family dwelling house, institutions, hotels.” That seems to suggest hotels like Silva are allowed in the area, and may also explain why the UN has been permitted to construct multi-storey buildings there.
