SSA issued roughly 150 million SSNs between 1936 and 1972 with no citizenship requirements. Its own 2006 audit found 18 million records with incorrect citizenship data. A quarter of all SSA records have no citizenship indication at all. SSA itself says its data are not definitive on citizenship. That is the gap.
