I mean we barely saw any of Biden at all given how many stunt doubles he was using but to answer your question about the hand That looks like an hematoma in a location that is commonly used for the canula of an IV. The needle can injure the vein and allow blood to leak into the surrounding tissue which we call "a blown vein" (<-- Maybe you've heard of it :o) and it produces bruising and swelling that you see there. It is especially easy for an older person’s hand to develop a dramatic-looking bruise because the skin and supporting tissue are thinner and the small vessels more fragile. Blood thinners can make it considerably larger. The yellowish on the other picture seems to be something used to "cover up" the bruising because it's not astheticaly pleasing and it gets idiots like you to start saying the man is roting.
