@DmitryOpines If those in charge are ideologically in favour of small government and letting business provide the services needed, could the future need to hire external consultants be part of the reason to push for redundancies? (and the potential of giving those consultancies to mates)

Because departments forced to make a cuts to payroll with no corresponding cuts to delivery expectations will simply hire consultants to do the work required.
These cost much more, are often less effective, but are "programmatic costs" not payroll.
