They don't cover all costs but most of them are caused by heavy trucks that, among other things, BRING YOUR FOOD.

"A toll is a tax." Is it?
A city manages a transportation system for all ages, all abilities, and all ways of getting around.
The fees collected from people who use the systems aren't enough to maintain what they've already got, let alone expand. Gas taxes and car registrations aren't enough to maintain the system.
Everywhere, USA, politicians take from the general fund (everybody's taxes) to subsidize the systems because we users aren't paying enough to cover the costs.
For a variety of reasons, people choose to talk as if sidewalks, trails, buses, subways, bike lanes, and general purpose lanes are independent. They aren't. They're part of a *system.*
It makes sense that the owner/operator of a transportation system would charge more for the people putting the heaviest burden on the system. When you consider the space available in a city, personal motor vehicles clearly put the heaviest burden on the system.
A decongestion fee isn't a tax, it's a fee for burdening the system in one of the most congested places in the country. And great news, it's helping!

It’s one thing to freeload off U.S. military protection and U.S. taxpayer secured global shipping lanes, which much of the Western world has relied on since World War II.
