Their 'dependence' started with Nkrumah's Akosombo Dam plan, triggering the first West African grid plan. Meanwhile Rwanda has long planned to max domestic energy to minimise dependence

@Jonathan_Balls @ideatingenergy like 🇲🇿, or a similar power imbalance - Lesotho-S.A. Elsewhere in Africa, there is logically little trust of neighbours so all countries I have studied seek self-sufficiency in power supply. Look to Togo&Benin's frequent suffering when Ghana has power shortages

@BarnabyJDye I think the qualities of electricity make the politics of dependence totally different from oil or gas. Also interesting to see how OSOWOG intersects with India's long pursuit of 'energy security' framed as no dependence at all on imports

@Jonathan_Balls Very good point on the challenges of interconnection. From my experience, all countries are keen to export power, very few to significantly import and be dependent. Can only happen with strong, muscular and trusted institutions- the EU is almost unique in this regard
