That definition is limited to apply only to s328 as per the opening phrase in s328(1) “In this Section” . Your argument would apply had it said “In this Constitution”. In any event term-length is HOW LONG can a person serve for example term length for President is max of 5 years whilst term-limit is HOW MANY terms can a person serve. For President the term-limit is 2 terms.
