VAT and the People: A Call for Integrity and Justice

With due respect, I wish to share my perspective on the issue of VAT reduction.
The value-added tax is a regressive tax that disproportionately burdens the poor, especially when applied to essential goods such as food and medicines. Every peso spent by ordinary Filipinos on these necessities is taxed, while those with greater wealth feel the impact far less.
We must also recognize that the Philippines already has one of the highest VAT rates in Southeast Asia. For context:
• Philippines: 12%
• Indonesia: 12%
• Cambodia: 10%
• Vietnam: 8%
• Singapore: 9%
• Malaysia: Service Tax at 8%
• Thailand: 7%
• Laos: 10%
• Myanmar: 5% commercial tax (no VAT)
• Timor-Leste: 2.5% import sales tax
At this time, what our people need most is care and compassion—especially after the defunding of PhilHealth, which has left millions vulnerable in accessing healthcare.
Moreover, the revenues collected do not consistently translate into social reforms that uplift our people—such as strengthening PhilHealth, improving education, or ensuring food security. Instead, much of the budget is funneled into projects like DPWH flood control, which too often become breeding grounds for corruption rather than instruments of genuine public service.
We understand your concern about a possible credit rating downgrade, but for us, the more urgent priority is integrity, accountability, and transparency.
What truly matters is that the taxes collected are returned to the people in the form of meaningful programs that improve lives, not wasted on projects that erode trust in government.
Lowering VAT is not about weakening the state—it is about strengthening social justice and ensuring that governance serves the people first.
