This flagship continental programme offers young Africans an opportunity to contribute to development efforts across the continent while gaining professional experience. Leader of Affirmative Repositioning, Associate Professor Job Amupanda, has criticised the government for focusing on announcements instead of tangible development results during the debate on the 2026/2027 national budget in the National Assembly. Prof. Amupanda said the government must move beyond ceremonial project launches and deliver measurable development outcomes. He questioned figures in the housing sector, noting that the construction of 58 houses in Windhoek does little to address demand, as the city requires about 5,000 houses per year while the waiting list exceeds 40,000 applicants. He compared the performance of the National Housing Enterprise with the Shack Dwellers Federation of Namibia, pointing out that the community-driven group has built more than 1,000 houses, significantly more than the state housing body. He also raised concerns about the implementation of the National Youth Development Fund, stating that although more than N$120 million was allocated, only a portion has been approved and even less disbursed to beneficiaries. Amupanda further highlighted Namibia’s low wheat production, which remains far below national demand, but praised farming initiatives by the Namibia Correctional Service for producing food for prisoners and detainees. He also warned about rising public debt and slow growth in the manufacturing sector, calling for stronger economic reforms and the improved implementation of development programmes.
