I work for a small mfg company in the midwest that is mostly women and non-whites, but we don't care, we hire on individual skill and can and do easily weed out those who don't want to work.

Bias can occur at the level of selecting/sampling and at interpreting a metric. No one has direct access to this thing called 'skill'.
