@AnnMenasche @RichardPBailey_ The safe parking lots do not allow you to stay more than 30 to 60 days leaving you without a "safe Spot", and subject to ticketing. It appears that the OVO and VHO need to be dismantled. It robs people of their civil rights to go to segregation parking lots.

Homeless individuals living in RVs along Mission Bay filed a legal motion against the City of San Diego demanding the City provide a 24/7 parking lot for their RVs less than six miles from Mission Bay. The legal motion stems from a settlement the City entered into that promised not to enforce some RV parking ordinances until the City had a parking lot for the RVs to use. In 2025, the City opened the H-Barracks parking lot in Point Loma, less than 6 miles away from Mission Bay. However, the lot is for overnight parking only, so RVs have to move out during the day. The City claims the H-Barracks meets the settlement agreement and allows for ticketing, but the homeless individuals claim six miles is too far from Mission Bay and too costly for them to drive to every day. They allege that it is a violation of their 8th Amendment - cruel and unusual punishment - to continue ticketing while not providing them with a place to park 24/7. The City never should’ve entered into the agreement bc they now have a self-imposed legal obligation to meet. That being said, the motion is nonsensical as it would, taken to the extreme, require the city to provide RV storage for anyone in the country who would prefer to live within a few miles of Mission Bay. Hopefully a judge will rule in favor of the City.
