This segment from this interview is what caused people to create the false narrative that 2Pac didn't view himself as lyrical. That's not what he said or meant but people just ran with it. Let's break it all down.
I'd like to start off by saying that this interview took place in 1991, and was a reflection of what he thought in that current moment. This was very early in his career during the 2Pacalypse Now era, and during the creation of that album he was going by the nickname "The Lyrical Lunatic".
In this interview, 2Pac never once said that he wasn't lyrical, nor did he say that he wasn't metaphorical. He said that he was encouraged in Marin to be more straightforward, and not so metaphorical with the rhyme, which doesn't equate to not being lyrical or the total abandonment of metaphors.
You can be lyrical using the straightforward style, and "not so" means not as much; it doesn't mean not at all. He's simply saying that he balanced the straightforward and metaphorical style to his liking, which is clear as day. He's also clearly referring to a very specific type of metaphorical style, which he never said that he completely ditched, not metaphors in general.
The style he was obviously referring to was "the lyrical miracle style," which is made clear in the example he gave. What he displayed in that example is classic lyrical miracle. He said absolutely nothing of substance at all while using nonsensical Canibus style, empty metaphors, and multis with zero purpose other than to rhyme. Some listeners get tricked into thinking certain rappers are spitting crazy advanced and out of this world level metaphors because they're getting tricked by the style. A lot of lyrical miracle rappers use this style to create the illusion that they're going absolutely bonkers with the metaphors, but when you really dissect it, it's often either little to no metaphors, or it's full of mediocre or weak nonsensical metaphors, or very ABC basic ones that they're fooling y'all to think are extremely advanced. High volume, low efficiency; it's a deceptive trick.
This statement also clearly means that 2Pac possessed the ability to do what he's describing, and could do it at will, but he made a conscious decision to not do it as much as before. He never once said or implied that he lacked the ability to do so. His song "No Parts Of Dis," which was recorded shortly before or shortly after this interview, is sort of like a variation of the "lyrical miracle style" but done in his own way. I don't think it's full fledge lyrical miracle per se but if we had to categorize it, that's the category it fits in the most. That's a good example of him not completely ditching it.
Lyricism isn't defined by metaphors, it's just a tool used for it. There are a trillion other literary devices that are used for lyricism, and 2Pac not only used them, he had great mastery of them including metaphors. 2Pac used metaphors frequently, he just didn't use the "metaphorical lyrical miracle style" that often. The average listener doesn't catch most of his metaphors. If you truly study his work, you'll notice that he increased his use of metaphors later in his career, especially once he switched his name to Makaveli.
2Pac has referred to himself as lyrical, and boasted about his lyrical abilities multiple times. He also said that he mastered the styles of KRS-One, LL, Ice Cube, and Rakim. You can't master their styles without being lyrical; that's a part of the mastering process. Makaveli wouldn't have said this if he didn't truly view himself as lyrical. Besides, the poetry speaks for itself and by definition, it's very lyrical.
