State Department for Investment Promotion
The State Department for Investment Promotion convened a stakeholder validation forum to advance discussions on strengthening public-private collaboration through the Draft Public-Private Engagement Policy and Draft Public-Private Engagement Bill. Building on extensive public participation and consultations, the revised policy framework seeks to institutionalize structured engagement between Government and the private sector. The forum also benefited from insights shared by international chambers, reinforcing the value of global partnerships in shaping a competitive investment environment. Deliberations highlighted the need to streamline engagement across business membership organizations (BMO's), whose fragmented representation often limits effective policy dialogue and emphasized the importance of coordinated, inclusive approaches. As the policy moves toward finalization, the Department calls upon all stakeholders to submit their feedback and actively participate in shaping an inclusive, transparent and effective engagement framework. #PublicPrivateEngagement #Easeofdoingbusiness

I hosted my colleagues, @PS_Betsy_Njagi , Principal Secretary, State Department for Blue Economy and Fisheries and @KimtaiHarry , Principal Secretary, State Department for Mining, for a consultative meeting to discuss a multi-agency approach aimed at deepening the impact of our collaboration under the @KJETProject_Ke Kenya Jobs and Economic Transformation Project-KJET (KJET). Our engagement focused on exploring opportunities within the blue economy and mining value chains, two sectors with significant potential to drive enterprise growth, job creation, and sustainable livelihoods. The meeting followed an earlier session held at the Office of the Deputy President, @KindikiKithure where State Departments and the KJET implementation team initiated discussions on practical areas of collaboration. This follow-up engagement was intended to further examine how organised groups operating within the mining and blue economy value chains can effectively benefit from KJET interventions. The State Department for Mining and the State Department for the Blue Economy have already mapped out business cases and identified organised groups operating within these value chains that are viable and capable of scaling up. Our discussion, therefore, focused on how KJET, through its Component 2 interventions, can utilise these existing structures to enhance access to enterprise competitiveness and co-investment support. We are working towards creating practical pathways for organised groups across these sectors to effectively benefit from KJET interventions. This will involve mobilising enterprises, associations, cooperatives, and other organised groups, providing them with both generalised and specialised training, and supporting them to access co-investment support. Through this collaborative process, we aim to strengthen enterprises, generate jobs, and promote sustainable economic opportunities within the Blue economy and mining. among other sectors. @MSEA_Kenya #MSMEkenya @KJETProject_Ke

Together with my colleague Principal Secretaries Hon. Susan Auma Mang'eni @SusanAMangeni (State Department for Micro, Small and Medium Enterprises) and Mr. Harry Kimtai @KimtaiHarry (Mining), we held a strategic follow-up engagement to deepen collaboration under the Kenya Jobs and Economic Transformation Project (KJET), with a strong focus on advancing opportunities within the blue economy and mining value chains. This engagement centred on unlocking practical pathways through which organised groups operating across these sectors can meaningfully benefit from KJET interventions and drive enterprise growth, job creation and sustainable livelihoods. We noted with satisfaction that both the State Department for the Blue Economy and the State Department for Mining have already undertaken critical groundwork, including mapping viable business cases and identifying organised groups within priority value chains. In this regard, we reaffirmed our commitment to build on existing progress, ensuring alignment and avoiding duplication of efforts. Going forward, we are firmly aligned on leveraging established government and community structures to accelerate impact because sustainable transformation is most effective when it strengthens rather than replaces what already works.

The livestock value chain is a priority sector under the Bottom-Up Economic Transformation Agenda (BETA), with immense potential to create sustainable employment opportunities for our youth through the various programs currently being implemented by the Government. I hosted my colleague, @jmueke , Principal Secretary for Livestock Development, for a consultative meeting to explore practical areas of collaboration aimed at empowering MSMEs across the livestock value chain. We were also joined by Dr Tedson Nyongesa, National Project Coordinator of the Kenya Jobs and Economic Transformation Project @KJETProject_Ke) The KJET Project provides targeted support to enterprises within the livestock value chains through Business Development Services (BDS) to strengthen enterprise capacity, improve governance structures, and enhance market readiness. In addition, the project offers co-investment support for critical infrastructure such as coolers and cold-chain equipment. These investments will improve aggregation, processing, and value addition capabilities while boosting competitiveness in both local and export markets. By aligning #livestock production with MSME development initiatives, we will create a stronger, more integrated ecosystem that maximises returns across the value chain. This will unlock new opportunities, create new jobs, and position the sector as a leading driver of economic development.

This morning, I participated in a working session hosted by our Deputy President,H.E. Prof @_KithureKindiki alongside various Cabinet Secretaries, Principal Secretaries, and Heads of Government Agencies, to review progress on youth employment and income creation initiatives. The Government is implementing a five-pronged approach to generate job opportunities across sectors: the affordable housing program, Kazi Majuu (Labour Export Program), blue economy jobs, digital opportunities, Kazi Kwa Ground (enhanced recruitment across Government), and MSME empowerment through initiatives such as the @NYOTA_Kenya Project and the Kenya Jobs and Economic Transformation (@KJETProject_Ke) Project. These interventions are advancing inclusive economic growth and ensuring that more young people can access dignified work, build enterprises, and contribute meaningfully to Kenya’s transformation journey.

Our presentation today to the Departmental Committee on Trade, Industry and Cooperatives in Parliament is a show of our commitment to deepening MSME participation in building our economy. In line with our mandate on financial inclusion, we look forward to scaling up the Hustler Fund to target Kshs. 100 billion in disbursements and expand access to affordable credit to 30 million Kenyans. We are also reviewing the Micro and Small Enterprises Act to streamline regulatory requirements, reduce barriers to formalisation, and create a more enabling business environment. The NYOTA Project continues to record strong progress. So far, 91,253 youth have received the first tranche of start-up capital amounting to Ksh. 2,281,325,000. The mentorship phase commences this week, with the second tranche of disbursement expected by April 2026. The Kenya Jobs and Economic Transformation (KJET) Project is set to train 400 MSE clusters in Business Development Services, further strengthening enterprise competitiveness and resilience. We further plan to map, equip, and operationalise 80 Common Industrial Development Centres (CIDCs) to support priority value chains, including leather, dairy, edible oils, and construction materials. This intervention will promote local production and contribute to the national goal of increasing manufacturing’s contribution to 30% of GDP. Further, Kenya Industrial Estate to advance Industrial credit and provision of business advisory services to SMEs; and Promotion of the establishment of 10 Production clusters; and Promotion and Development of the Cottage Industry.

KJET MENTORSHIP PHASE STRENGTHENS MSME CLUSTERS THROUGH HANDS-ON SUPPORT The @KJETProject_Ke (KJET) Project co–Task Team Leaders, Leah Kiwara and Asta Bareisaite, conducted a supervision visit to Ndumberi Dairy Farmers Cooperative Society Limited to assess the progress of the ongoing mentorship phase for the 95 Cohort 1 clusters that recently completed the Business Development Services classroom training. The visit focused on evaluating how the cluster is transitioning from classroom-based learning to practical, real-world implementation through the critical three-month mentorship period. During this phase, beneficiaries will receive individualized, in-person support tailored to their specific operational needs, enabling them to translate training into action by strengthening daily workflows, improving governance and management practices, and building the robust business systems required for sustainable growth and competitiveness.

The mentorship begins with a comprehensive 360-degree diagnostic to identify operational gaps and opportunities, followed by the development of a tailored Business Development Services Growth Plan aligned to each cluster’s priorities. With close guidance from the mentors, clusters then implement these plans, refining their processes, enhancing productivity, and strengthening internal structures. Following the mentorship assessments, beneficiaries will be evaluated and categorized into two tiers based on their operational maturity and business readiness. Tier 1 clusters will be prepared for financing opportunities, including co-investment support for the acquisition of shared machinery and common-user infrastructure. Tier 2 clusters will be further supported with targeted strategies to help them mature into fully integrated Tier 1 business entities. PS MANG’ENI CHAMPIONS CLUSTER COMPETITIVENESS AS KJET COHORT 1 BUSINESS DEVELOPMENT SERVICES TRAINING COMES TO A SUCCESSFUL CLOSE ACROSS THE COUNTRY Principal Secretary Hon. @SusanAMangeni visited three MSME clusters; Ndumberi Dairy Farmers Cooperative, Limuru Dairy Cooperative Society, and Preco Concrete Limited, in @KiambuCountyGov and @KajiadoGov all beneficiaries of the Cohort 1 Business Development Services (BDS) Classroom Training under Component 2 of the @KJETProject_Ke , as the nationwide programme concludes. The visit offered the PS a firsthand look at how the 12-module BDS curriculum is reshaping enterprise governance, enhancing productivity, and equipping MSME clusters with the skills required to scale sustainably under the Bottom-up Economic Transformation Agenda (BETA). She engaged with trainees, interacted with facilitators, and reviewed the progress made across the five-week training exercise. She emphasized the critical role of collective production, structured value chain development, and coordinated cluster support in unlocking market access, driving investment readiness, and strengthening MSME competitiveness. With the classroom phase successfully concluded, participating clusters will now transition into a three-month mentorship phase, where they will receive individualized, in-person guidance to apply the lessons learned, improve their operations, and build stronger business systems. MSEA encourages eligible cooperatives, associations, and cluster-based MSMEs to apply for Cohort 2 of the BDS Training, currently open until 31 December 2025.
