シンガポールだけでなく、冷戦後はこの概念自体が国際関係全般で使われるようになっています。むしろシンガポールは、日本との関係をこれまで「戦略的パートナーシップ」と呼んでこなかった点で、東南アジアの中では珍しいケースでした。ただ、呼称が変わったからといって、何か具体的な変化がすぐに起きるわけではないのは確かですが、外交的なモメンタムを生むという意味合いが大きいと思います。

「戦略的パートナーシップ」って、シンガポールが好きな用語で、英国等ともこれになってる。 別に「戦略的パートナーシップ」に「格上げ」される基準があるわけでなく、そうなったことで新たにできることがあるわけでもないはず。外交での修飾と、国内向け広報だというのが私の理解。
