NYC Emergency Management@nycemergencymgt

Rain and thunderstorms are expected to impact New York City on Monday as a strong cold front moves through the region. NYCEM has activated the City’s Flash Flood Emergency Plan. Be Ready for Thunderstorms & Rainfall: nyc.gov/beready The severe weather risk remains low but not zero. There is a slight chance of isolated strong storms capable of producing damaging wind gusts Monday evening. Localized flooding is possible, especially in low lying areas, underpasses, and locations with poor drainage. Ponding on roadways may develop during heavier downpours and where storm drains are clogged. Rain may begin Sunday evening around 7 PM and continue overnight into early Monday morning. Periods of moderate rain are likely through the overnight hours and into the Monday morning commute. Conditions become more active Monday as the cold front approaches. Scattered thunderstorms are possible late Monday morning through the afternoon, with the greatest risk for stronger storms during the evening. The most active period is expected between about 6 PM Monday and 2 AM Tuesday as the cold front moves across the region. During this time, heavier downpours, gusty winds, and organized thunderstorms may develop. Rainfall totals across New York City are expected to range from about 1.0 to 1.1 inches on average, with localized amounts up to around 1.25 inches where thunderstorms develop. Most rainfall rates will remain under 0.25 inches per hour, though heavier showers could briefly produce rates near 1 inch per hour. South to southeast winds will increase through Monday, with sustained winds around 15 to 22 mph and gusts that could reach 45 to 55 mph during the evening as the front moves through. Rain and storms gradually taper early Tuesday morning. A brief rain or snow shower cannot be ruled out Tuesday morning as cooler air moves into the region. New Yorkers should allow extra travel time during periods of heavy rain, especially during the Monday evening commute. Avoid driving through flooded streets. Even shallow water can stall vehicles. Secure loose outdoor items such as patio furniture or trash bins before winds increase. If thunder is heard, move indoors and stay away from open areas. Clear debris from nearby storm drains if it is safe to do so to help reduce street flooding. Stay informed by checking the forecast and signing up for emergency alerts: nyc.gov/notifynyc

A super El Niño in 2026-27 wouldn't have the same impacts as events in 2015-16, 1997-98 and 1982-83. Oceans have warmed substantially in recent decades, which can change the atmospheric response to El Niño's warm Pacific seas. This should be kept in mind as planning begins 🧵

Here's an early look at how El Niño may affect global precipitation patterns later this year. Reduced rainfall may lead to drought in parts of Africa, India, Indonesia and the Caribbean islands while enhanced rains are possible across the Pacific, South America and eastern Asia.

STATEMENT BY THE HONOURABLE KAMLA-PERSAD BISSESSAR S.C. PRIME MINISTER OF TRINIDAD AND TOBAGO ON THE DECLARATION OF A STATE OF EMERGENCY EFFECTIVE TUESDAY, 3RD MARCH, 2026. The National Security Council (NSC) met at the Diplomatic Centre on Monday, March 2nd, 2026, and received security briefings from the Commissioner of Police, Allister Guevarro, the Chief of Defence Staff, Don Polo, and the Head of the Strategic Services Agency (SSA), Alicia Henry. The NSC noted that, following the end of the previous state of emergency on January 31st, 2026, there has been an increase in violent criminal activity across the country, most of which has been carried out by members of organized criminal gangs. The NSC further noted that several of these acts of criminality have resulted in multiple deaths due to mass shootings and that the continuance of reprisal shootings amongst criminal gangs, if left unchecked, would endanger public safety. The NSC was informed that intelligence recently gathered indicates credible threats to attack Police Officers, Prison Officers and other members of the security and legal services. I had previously warned the criminal gangs and detainees released from prison that decent law-abiding citizens are fed up with their criminality, and if they cannot behave themselves, I would have no hesitation in having another SoE declared. I also indicated that violent gang members would be returned straight to prison, and this time, their friends and family who aid their criminality would accompany them. I reiterate my words that if criminals want to terrorize law-abiding citizens and their families, I will do everything legally possible to terrorize criminals and those who aid and abet them. In light of the foregoing and in all the circumstances, the NSC resolved to immediately advise Her Excellency the President to declare that a State of Public Emergency exists in Trinidad and Tobago with effect from the 3rd of March 2026. On the 2nd of March 2026, Her Excellency declared so. This measure is consistent with your Government’s zero-tolerance approach to crime and criminal gangs, as demonstrated by numerous successful, strategic operations conducted by the TTPS and the Armed Forces over the last 10 months, legislation introduced in Parliament to empower and protect law-abiding citizens, and ongoing reforms to the criminal justice system. Your government will continue to utilize all available resources to ensure that the gains we have achieved in significantly reducing the murder rates and the incidents of violent crime against citizens are not reversed and overturned by those who are determined to inflict death, hardship and torment upon our people.

Just got off the phone with President Trump. In our meeting earlier, I shared my concerns about Columbia student Elmina Aghayeva, who was detained by ICE this morning. He has just informed me that she will be released imminently.
