you’re got it backwards…Chicago gets ALL money from tickets… the parking meter owners get the meter charges. It was a good deal for City. Prior to the sale, more than half the meters were broken…one had to carry around a lot of quarters—and you still got tickets—Today meters all function, they take CC and phone pay..and maintanence etc is all paid by the meter owners…in return for $1BB…all upfront.. the investors got a cash on cash return of less than 4%.

Why not just painfully kill him for free?
The argument that expensive life imprisonment is worse than death because the guy will actually get raped a bunch of times, etc has tons of "moral," logical, and financial flaws.
Set him on fire, assuming we both want him to suffer, and call it a day.
