Don't know about "country". That implies way too much. But some kind of deeper connection for sure. Current status of EU where 2-3 countries can block 24-25 states is simply not good. I'd remove 100% vote rule and lower that to maybe 75% or something like that and add ability to kick countries out of the block. With that, a lot of EU problems would simply disappear.
