A distinguished former federal law enforcement official suggested to me that maybe the best plan versus Trump - for feds and NYS - is a no-prosecution agreement. Trump formally acknowledges wrongful acts, pays any unpaid taxes. Prosecutors agree not to proceed with indictments.
