Nobody had heard of Norway. A few had heard of Sweden, but they had no mental image of the part of the world.

Russia does not have "5-6 million military aged men" to use because they cannot afford to pull them out of the economy. They would not be able to afford to train, house and equip them.

@MalcontentmentT Not a demographic issue. Russia if they needed to declare general mobilization have a manpower pool of like 5-6 million military aged men. 500K irreplaceable losses and 700-800K is a big chunk of that but that includes the much larger 40’s and 50’s demographic
