That "おっと" is the kind of reaction people often use when they're looking at the result of something chosen by chance, like drawing lots or picking a random item. If that's the case, then Imu may be pulling one of the 19 weapons at random. And if that's true, it could suggest that the wills of the other 18 kings—the rulers who originally founded the world alongside Imu—still exist within Imu to this day.
