This book will be launched soon. It is the result of a PhD thesis conducted from 2017 to 2021 and was later transformed into a book. The academic debate that this book discusses concerns the tensions and contradictions among the modern state, the clan system, and Islamic Sharia.

Today marks a very historic moment with the visit of the Israeli Foreign Ministry delegation to Hargeisa. As Somalilanders, we are proud of this important step toward building new diplomatic relationships between our two countries. This visit reflects Somaliland’s significant progress, stability, and achievements over the past three decades. We hope it will encourage other nations to recognise Somaliland’s commitment to peace, democracy, and development. Well done Somaliland President.

The Civitas Policy Institute (CPI) is a regional think tank headquartered in Nairobi, with a focus on conflict prevention and mediation issues in the Horn and East Africa. As this region remains persistent conflict and instability, CPI will engage all concerned actors.

I am deeply honoured to witness tonight the MTM Awards 2025 recognition of Muna Abdi Mohamoud as Person of the Year in Bristol. This award means so much to both Somali-bristoilan community, and we are truly grateful. Muna’s achievement inspires all Somali communities to continue serving, uplifting others, and making a positive impact within their communities. We are also grateful that Fahim Essa from Somaliland was able to witness this special event tonight. Well done, and congratulations, Muna!

I am very pleased to have received a significant book authored by Dr. Sacad Cali Shire, former Minister of Finance, Planning, and Foreign Affairs of Somaliland. The book, titled “Minister – From Handover to Handover: Handbook”, is a valuable contribution to governance and public service. I have known Dr. Sacad Cali Shire for quite a long time, and we both served in the government of President Muse Bihi Abdi. Sacad is a man of integrity and commitment, and this work reflects those qualities. The book is not an academic document, memoir, or set of reflections as I initially expected, but rather a practical guideline and handbook. It is designed to support newly appointed cabinet members in understanding and carrying out their duties effectively. This is an essential resource not only for those currently serving but also for those preparing for leadership roles. Well done to Dr. Sacad Cali Shire for producing such a timely and significant book. Special thanks as well to Omer Qolombi for sharing this valuable work.
