Rose in the Lok Sabha to oppose the introduction of the Constitution (131st Amendment) Bill, which is a patently illegal and unconstitutional move by this Government. In 2023, we supported the implementation of women’s reservations from the 2024 General Elections itself, but then the Government did not accede to our demands. Now, they are using women’s reservations to bring in a dangerous delimitation exercise to gerrymander the entire country like they did in J&K and Assam. A bill that strikes at the heart of our Constitutionally guaranteed federal structure must be withdrawn.

185 voted against introduction. 251 voted for introduction. Even when many opposition MPs weren’t present in the house, still more than 1/3rd (180) voted against. The Constitutional Amendment Bill is dead on arrival. It cannot get 2/3rd majority. Modi’s attempt to hoodwink will be defeated.

भाजपा 2011 में हुई जनगणना के आंकड़ों पर देश का भविष्य तय करना चाहती है, 2011 में मोदी जी की उम्र 61 साल थी, डॉलर के मुकाबले रुपया करीब ₹45 से ₹50 था पेट्रोल करीब ₹60, और डीजल ₹45 था क्या आज भी 15 साल पुरानी स्थिति है? फिर 2011 के Census आंकड़ों का 2026 में क्या मतलब? असली तस्वीर ये है कि मोदी नए Census आंकड़ों का इंतजार नही करना चाहते, क्योंकि उसमें OBC SC ST कितने है सामने आ जायेगा, उन्हें आबादी अनुसार आरक्षण की मांग उठेगी। पुराने Census के आधार पर भाजपा अपने मनमुताबिक सीटों की परिभाषा तय करना चाहती है ताकि 2029 की संभावित हार को किसी तरह टाला जा सके। इस पूरे प्रयास में भाजपा की राजनीति में महिलाएं कही नही है, अगर होती तो मौजूदा 543 सांसदों में ही आरक्षण दिया जा सकता था।

The Opposition will not allow Parliament to be hijacked by flawed delimitation bills disguised as Women’s Reservation. We stand united and will fight this devious assault on our Democracy with all our strength.

First, the Modi Govt has not appointed a Deputy Speaker in the Lok Sabha for 7 years. This has never happened before. Second, the Deputy Speaker’s counterpart in the Rajya Sabha is the Deputy Chairman. Shri Harivansh’s second term ended on April 9th. A day later he was nominated by the President of India as a member of the Rajya Sabha and he is now the NDA’s candidate for Deputy Chairman for a third term. Never before has a person nominated by the President to the Rajya Sabha been considered for the post of its Deputy Chairman. Third, all this is being done without any meaningful consultations with the Opposition. For these three reasons and as a mark of protest - but not with any disrespect to the very learned Shri Harivansh - the Opposition has regretfully decided to boycott the election of the Deputy Chairman scheduled for April 17. The Opposition hopes that Shri Harivansh 3.0 will be more accommodative of and receptive to the requests of the Opposition.
