It's not a "belief", it's a fact. Nobody can hardfork Bitcoin to change PoW, or any consensus rules. You can only create an altcoin, airdrop new tokens to Bitcoin holders, and try to convince people to agree to call this altcoin "Bitcoin" and give it the Bitcoin brand.
