During the 2024 election, CHIRLA placed a Mobile Voting Center in the heart of an LA migrant hub, notably, right near the Mexican Consulate. They have run anti-ICE rallies, deployed legal observers at ICE operations, and pushed voter outreach in immigrant communities.

CARECEN has spent years working with Mexico on citizenship workshops, immigration classes with Consul Generals, and other events. In August 2014, Becerra spoke at CARECEN about asylum policy. Days later, Mexico's Consul General appeared at the same organization for a workshop.

EXCLUSIVE: Are Chinese birth tourism centers hiding in your neighborhood? We went to find out. Texas has sued Houston-based De’Ai Postpartum Care Center, accusing the operation of exploiting birthright citizenship by helping Chinese nationals travel to the U.S. “for the sole purpose of giving birth.” The lawsuit alleges the scheme facilitated the births of more than 1,000 U.S.-born babies. At one of the alleged homes, a man named in the lawsuit (Lai Wan Lin-Chan) answered the door wearing a “Make America Cowboy Again” shirt, refused to answer questions, and said he needed a lawyer before shutting the door. As we were leaving, he came back outside, started recording us, and demanded my ID.

But CRLAF is just one example of the Consulate-linked NGOs in Becerra's orbit. He has maintained long, personal, and documented relationships with several others showing the same pattern, including some of the most powerful migrant NGOs in the country. Stay tuned for Part 3.

After leaving CRLAF, Clarissa became director at CBDIO — a group that co-hosted Mexican Consulate events alongside that same CVIIC. As part of her work there, she helped organize "civic participation" workshops for immigrants in California. As I said, these ties run deep.
