This claim is factually highly misleading. Bill 7 was published in the Government Gazette on 23 May 2025 as The Constitution of Zambia (Amendment) Bill, 2025 (No. 7 of 2025) before it was introduced in Parliament in accordance with Article 79(2) of the Constitution and Standing Orders. A copy of that gazette entry exists and confirms this step. Bill 7’s contents, including constituency increases and a mixed member proportional representation system were clear and discussed in advance. The 30 PR seats under Bill 7 are allocated based on each party’s share of the national vote in the parliamentary election, not the presidential results. This means there’s no automatic “at least 20 PR seats” for the presidential winner unless they also win more than half the parliamentary vote nationally, which is not guaranteed by simply winning the presidency. While nominated MPs do add to the ruling party’s numbers, calling this an “inbuilt majority” overstates the case. Nominated MPs are appointed under specific constitutional provisions, historically to bring expertise or representation into the Assembly. They do not carry voting weight independent of political alignment; they are just additional MPs in the House. Importantly, nominated MPs by themselves cannot confer a two thirds majority unless they are part of a broader electoral outcome that already favours a party. The overall majority still depends on the outcome of elections and alliances in Parliament. The real issue for debate is whether the PR system creates a disproportionate winner's bonus. However, that debate must start from an accurate understanding of the law.

Bill 7 was passed without it's contents known. The devil was always going to be in the detail. Act is out & PR MPs are shared according to Pres results. Kateks needs more than 1/2 votes to win so at least 20 of 40 PR MPs will be ruling party. Add 11 nominated = inbuilt majority.

@LauraMiti @briansimasiku The contents were known at the time of voting, the deputy speaker read article by article and even the amendments were mentioned as well as the articles that were dropped from the bill. That's if you followed the proceedings live on TV.

A number of people have been asking me where the 266 MPs figure comes from, seeing as on Monday, the Minister mentioned 211. On Sunday, the Minister of Justice moved a notice of amendment to parliament. After the second reading, she presented an amended bill which now had 266, citing the technical committee report recommendations. A few other amendments were made to the original bill. The amendments are not usually read out, but MPs normally have a written copy of the proposed amendments.

With 156 elected MPs, the 2025 budget for parliament was around K1.1bn. Wonder what the budget will look like for at least 266 of them now that the constitution changes in a few days.
