Even in the midst of tragedy, with an enormous humanitarian crisis on its hands, the Turkish state pursues war. Opportunities like this are squandered by NATO allies and neighbour states, who are cynically aware that time and again Turkey has made it clear it will not seek peace.

Policymakers should be figuring out *now* how to get this to hold and expand on it. The need to get all resources back home for the rescue effort could be a face-saving reason for 🇹🇷 to pull back in Iraq, and no PKK ops in 🇹🇷 = rationale for cross border missions gone.
