As always, I'm so proud of Seattle for taking a compassionate, research-based approach to this epidemic with the LEAD Program. I'm thrilled we were able to secure more funds to support and expand this program nationwide. We need just solutions like this if we want to succeed.

A3: Diversion to community services & resources that best address the underlying cause. LEAD is a great example: at point of contact, police officers divert individuals to community-based harm reduction interventions. bit.ly/2Ej52Vj #RecoveryNotArrest

A4: Absolutely not! Pre-arrest diversion programs are for everyone! Oftentimes the barriers to diversion are different for rural areas, including significant transportation burdens. Stay tuned to our next report from #TACResearch on this issue! #RecoveryNotArrest

A6: You can expect rates of incarceration to drop for low level crimes and increased satisfaction with law enforcement. You will also see more people receiving services that they are in need of; rather than jail. #RecoveryNotArrest

A4: Pre-Arrest diversion programs have value in every community. One consistent component of these approaches is the increased positive relationships between citizens and police officers. That is an invaluable outcome of these programs.#recoverynotarrest twitter.com/LEAD_Bureau/st…

@Pretrial A5 The community must have a voice and opportunity to shape the response. The community needs to be representative, include those with lived experiences, and those that have been most impacted by the CRJ system. #RecoveryNotArrest

@Pretrial A5 Law enforcement, community based organizations, and behavioral health need to have on-going relationships. If that doesn't exist knock on someone's door and introduce yourself. Most important though, is to include the community. #RecoveryNotArrest

Q5: How can those who work in the criminal justice field join with behavioral health organizations to start pre-arrest diversion programs? Who else should be around that table? #RecoveryNotArrest

@Pretrial A4 No, there is a need for pre-arrest diversion in all communities. Services may not be as abundant but diversion should span across the spectrum of communities. #RecoveryNotArrest

A3: We believe that a person getting diverted to a wide array of service options and a person they can trust and build a relationship with is more important and more sustainable than ordering a particular form of "treatment"; in the traditional sense. #recoverynotarrest

A3: In the LEAD model, participants get diverted to a Person and relationship. This individual meets the participant "where they are" using a Harm Reduction approach and works with them on self-identified goals. #recoverynotarrest

A2: Incarcerating someone for struggling with mental health or substance use issues is no different than incarcerating someone struggling with keeping their high blood pressure or diabetes under control. It's nonsensical.

@Pretrial A3 We need to use a person centered approach as not everyone is the same. We use street based case managers that provide support for whatever the persons needs may be. #RecoveryNotArrest

@Pretrial A2: Because the criminalization of those struggling with behavioral health issues, is in and of itself, a CRIME and shouldn't be an acceptable way to treat those who are in need of help. #recoverynotarrest

@Pretrial A2 Mental Illness and Substance Use Disorders, like Poverty, are not crimes. There needs to be a robust public health response to these issues. Incarceration is not the answer. #RecoveryNotArrest

@Pretrial A1: Pre-Arrest diversion directly relates because it is the intervention that happens BEFORE someone even enters the justice system; therefore making a trial unnecessary and keeping folks out of the vicious cycle of incarceration. #RecoveryNotArrest
