NEW Brookings report: Why do some policy ideas succeed and transform societies while others never move beyond discussion? From economic crises and technological disruption to climate change and geopolitical fragmentation, governments across the world face mounting pressure to prioritize, decide, and deliver. Yet while some ideas rapidly shape public policy, many others fail to gain traction — even when the stakes are extraordinarily high.
