💥Pulse 快評|武官治港向蘇維埃致敬 (林兆彬)💥 香港政府彷彿為了給反送中7周年贈興,送上兩宗充滿黑色幽默的新聞。第一宗,是香港破天荒展開「第一個五年規劃」的公眾諮詢;第二宗,則是前警務處副處長袁旭健,空降出任食物環境衞生署署長。一個曾經以「積極不干預」和普通法傲視全球的國際金融中心,如今不僅向蘇聯與中共的「計劃經濟」致敬,在文官體制上繼續推動「武官治港」。 食環署管的是街道清潔、小販管理、餐廳牌照、甚至死老鼠與蚊患,這是一個民生與行政部門。然而,在藍絲陣營及建制派 KOL 眼中,食環署於2019年簡直是「罪大惡極」。全港遍地開花築起「連儂牆」,藍絲們咬牙切齒地指控食環署職員「怠工」、「包庇」,遲遲不肯派人去撕毀那些寫滿抗爭字句的文宣;甚至縱容「黃店」,在巡查和發牌上不作為。 於是,7年後,政府派出了一位退休的警隊前「二哥」袁旭健,手執尚方寶劍,空降這個被藍絲視為「藏污納垢」的文官部門。在武官眼中,管理市容與管理治安是同一套邏輯。未來,或許連掃把、垃圾車和捉垃圾蟲的行動,都要講求「國安意識」,無疑是對傳統公務員體系最大的嘲弄。 |撿拾歷史垃圾堆名詞 另一邊廂,政府隆重其事推出「第一個五年規劃」諮詢。「五年規劃」這個詞彙,本身就散發着濃烈的二十世紀極權主義與計劃經濟的鐵鏽味,它源於蘇聯,發揚於毛澤東時代的中國。香港過去百年的成功,建立在英國人奠定的「積極不干預」自由市場哲學之上。如今,港府竟然丟棄自由市場的靈魂,去撿拾共產主義的名詞,這不是向蘇維埃和毛澤東致敬,又是甚麼? 歷史早已殘酷地證明,「五年規劃」的本質就是官僚階層的致命自負,其結果往往是災難性的失敗。追溯至1928年,史太林推行了蘇聯第一個五年計劃,為了快速實現重工業化,國家強行推行農業集體化,派出秘密警察沒收農民的糧食來換取購買西方機器的外匯,最終導致了慘絕人寰的「烏克蘭大饑荒」,數百萬人活活餓死。 到了中共建政後,毛澤東在1953年至1957年照搬蘇聯模式,搞了中國的「第一個五年計劃」。雖然表面上建立了一些基礎工業,卻膨脹了領導人的幻覺,催生了荒謬絕倫的「第二個五年計劃」,也就是1958年的「大躍進」。 為了鋼鐵產量「超英趕美」,全國發瘋般「大煉鋼鐵」,農民把家裏的鐵鍋、農具砸碎扔進後院的土高爐,煉出來的全是毫無用處的廢鐵渣。農業上更荒唐,各地虛報「畝產萬斤」,導致國家按虛假數據徵收糧食,最終引發了「三年大饑荒」,保守估計導致三千至四千萬中國農民餓死,成為人類歷史上最慘痛的人為災難。 計劃經濟之所以必然失敗,是因為官僚永遠不可能掌握市場上千變萬化的資訊,更不可能精準預測經濟的走向。既然歷史教訓如此深刻,為何香港政府還要煞有介事地搞這個「第一個五年規劃」?答案很簡單,純粹為了政治上的表忠,對接中共的「十五五規劃」,是一場形式大於實質的政治騷。 香港搞五年規劃,注定是毫無意義。首先,香港並非一個封閉的大陸型經濟體,而是一個高度外向型、極度依賴外圍環境的微型開放市場。香港的資金流動、股市起跌、進出口貿易,完全受制於美國聯儲局的息口周期、中美地緣政治的博弈以及環球資本的走向。試問,李家超政府如何用一份五年文件,去「規劃」華爾街的資金何時流入,又如何「規劃」美國何時減息? 其次,這份規劃最終必然演變成一堆空洞政治口號的堆砌,諸如「高質量發展」、「新質生產力」、「融入國家發展大局」等等。在香港,企業看的是利潤和風險,沒有人會因為政府寫了一份報告就去虧本投資。 |真正的五年計劃 其實,自2022年李家超上任特首以來,已經高效地執行了他心中真正的「五年計劃」——將香港政府與文官體系警察化、紀律部隊化。 以往由政務官(AO)主導的文人政府已遭邊緣化,紀律部隊進佔核心,「武官基因」無孔不入地滲透到行政、宣傳以至民生體系。警務處出身的李家超,以「武官」姿態登頂特區首長;前警務處處長鄧炳強作為保安局局長,現正掌控全港紀律部隊;前警務處刑事及保安處處長區志光,則出任香港特別行政區維護國家安全委員會秘書長,成為國安系統的核心幕後操盤手。 前警務處副處長郭蔭庶出任公務員學院院長,用紀律部隊的「絕對服從」來重塑文官體系;謝振中由特首辦新聞統籌專員,破天荒以非政務官、警隊出身的背景,空降執掌一向由高級政務官壟斷的新聞處處長一職。如果再加上最新空降食環署的前警隊「二哥」袁旭健,上至國安宣傳,下至街市洗地,已全在武官掌控之中。 更耐人尋味的是,連立法會也有警察背景議員。陳祖光是前警察隊員佐級協會主席;工聯會的梁子穎,曾長期任職中學老師,亦有擔任輔警;民建聯植潔鈴在2019年落選後「轉跑道」投考督察,進入學堂受訓並一度退出民建聯。 反送中7周年紀念,香港沒有了遊行,沒有了連儂牆,取而代之的是警察管食環、高官談蘇維埃式的五年規劃。在歷史的長河中,這是一個充滿黑色幽默的註腳。 #五年規劃 #武官治港 #蘇聯模式 #計劃經濟

馮晴乾的十三維度:香港政府不再定義「貧窮」 由香港政務司司長領導的扶貧委員會,昨天(18日)公布所謂「香港精準扶貧成果報告」,惹來大眾議論紛紛。看了相關新聞後,我很驚訝「躺平」已久的董建華居然借「司」還魂——這條「司」當然就是政務司。 該報告指,過去港府使用的「貧窮線」指標,以住戶入息中位數的50%界定,僅考慮其現金收入,未計及資產及負債情況,令貧窮人口被高估,所以香港今後就不再定義「貧窮」了。如此別開生面的「滅貧」方法,不禁令人想起董建華的名句:「從98年就再沒有說過『八萬五』這個字眼,那你說還存不存在?」 相比起李家超兩年前為解決劏房問題,還在咬文嚼字把「劏房」美其名為「簡樸房」,今次不再矯情地把「窮人」改名為「待富者」、「準富翁」,而是索性拋出一個「不定義就不存在」的方案,無疑是把問題「解決」得更徹底了。但另一問題也顯而易見:沒有貧窮線,就沒有脫貧人數數據,那如何評估政府扶貧成效? 事實上,昨天已有不同的記者問官員:「可否清楚地定義一次,或者解釋到底現時在這個政策下,甚麼才是『貧』?」「政府有沒有具體脫貧人數數據,若沒有,如何評估扶貧成效?」這是「yes / no」問句,但可笑的是,就連這麼簡單的提問,政務司司長陳國基及勞工及福利局局長孫玉菡也無法正面回應。 兩名月薪三四十萬的港官,只能不斷回帶說貧窮線不能反映實況、政府會把資源投放到最需要幫助的人身上,還東拉西扯大談「社會資源價值」。所謂「社會資源價值」,是用來量化政府在教育、醫療衛生、房屋及社會福利的經常開支的概念。例如報告顯示,2024年有65萬戶受惠於教育支援,每戶月均獲得12,600港元的價值;163萬戶受惠於醫療措施,每戶每月的價值是5,000港元。 人家問你如何界定貧窮、怎評估多少人脫貧,你就九唔搭八講自己花多少錢「扶貧」,好比我問你今年投資港股的績效,你就答自己花多少錢買阿里巴巴和小米,卻絕口不提倉位盈虧一樣,根本是笑話。港官所謂「社會資源價值」,所謂「教育、醫療、房屋和社會福利四方面『兜底』保障」,明眼人都看得出是照抄中国大陸的「兩不愁、三保障」——不愁吃、不愁穿,以及義務教育、基本醫療、住房安全的保障。 問題是港官交出來的功課,抄一半而不抄另一半。根據中共「国家统计局」官方網站文章〈什么是贫困标准和贫困发生率〉,大陸政府制定的貧困標準是非常客觀清晰的,而地方政府的扶貧成效也完全可以量度(先不管其中有沒有造假)。文章首段已開宗明義強調貧困的定義很重要:「貧困標準是貧困測量的基礎,準確理解貧困標準,並據此計算貧困發生率,對客觀反映脫貧攻堅成就十分重要。」 該文隨後說:「貧困標準也稱貧困線,界定了要擺脫貧困所需要達到的最低生活水準。」大陸的貧困線,在2010年是指「農村居民每人每年生活水準在2300元以下」。這2300元是怎樣計出來的呢?他們不是看住戶入息中位數的50%,而是看能不能符合「兩不愁、三保障」的要求——這當然是可以具體計算的。 據文章所說,基本食物需求包括每人每天1斤大米或麵粉、1斤蔬菜、1兩肉或1個雞蛋,以提供維持人體健康生存所需的每天2100大卡熱量和60克左右的蛋白質;非食物需求則包括必要的吃穿住支出,也包括必要的教育、健康、交通通信等支出。以2010年物價計算,滿足以上需求就要2300元。這條貧困線根據物價按年調整,到2020年已增至3442元。 港官提出的「四方面『兜底』保障」,根本是「兩不愁、三保障」的山寨版,卻沒有像大陸一樣確立貧困標準,功課只抄一半,到底是什麼玩法呢?當然,香港好歹也是發達社會,貧窮線的界定方式沒理由跟中国農村看齊,要透過「每天1斤大米或麵粉」的價值來換算,但同一道理,港府的扶貧計劃目標也沒理由只是「兩不愁、三保障」那麼卑微吧。 大陸政府要實現「脫貧攻堅」,至少也畫一條貧困線去檢驗績效,特區政府卻連這條最關鍵的線也乾脆抹掉,堂而皇之「以結果為目標」(字面意思即「先射箭再畫靶」),難道這就是「一国兩制」的奧妙? 相關文章: 恭喜李家超在劏房問題上取得重大勝利 patreon.com/sefirot/posts/…

‼️ Bill Yuen has been sentenced to 8 years in jail; Peter Wai, 10 years ‼️ China was running a secret espionage operation a stone’s throw away from the British Museum. The Chinese state used the Hong Kong Economic and Trade Office (HKETO) to run “shadow police operations” on British soil. In the first case of its kind, Yuen was jailed for a charge of assisting a foreign intelligence service in the UK under the 2023 National Security Act. Wai was jailed for the same charge and an additional charge of misconduct in a public office while working as a UK Border Force officer. The two men were convicted of assisting a foreign intelligence service last month. Yuen, the office’s third-in-command, would task Wai with surveillance operations to gather intelligence on Hong Kong dissidents and even British MPs. From within its premises on Bedford Square, in central London, Yuen would assist in efforts to track down and forcibly return Hong Kong nationals living in Britain. While Britain’s intelligence and security services consistently warn of the threat China poses, the Government appears unlikely to close the HKETO or revoke its diplomatic protections. Wai’s attitude towards his misconduct had been “arrogant”; he had a “sense of entitlement” to do as he pleased. The case revealed how Yuen and Wai surveilled and pursued targets as part of Xi Jinping’s “Operation Fox Hunt”. Yuen had claimed his role at the office was merely “administrative”, but the former Hong Kong police superintendent was in fact carrying out “an intelligence” role. He acted as Wai’s handler and paid him for surveillance tasks through the office’s bank account. Wai had been recruited because of his access to valuable information as a Border Force officer stationed at Heathrow Airport. There was evidence that Wai, who previously worked as a response officer for the Met, had been accessing police records as far back as 2018. He abused his access to Home Office databases to track people of interest to Hong Kong, and by extension China, including pro-democracy activists who had sought refuge in Britain. Wai was also convicted of a charge of misconduct in public office in relation to this activity. Wai had been sharing information relating to dissidents whom he called “cockroaches” and getting information back in return through an online group chat called “Eagle Point Human Resources”. It was in this group that police made a key breakthrough: contact between Wai and Eddie Ma, a former head of Hong Kong’s Criminal Intelligence Bureau. The pair had spied on “persons of interest” to benefit “the Hong Kong Special Administrative Region, and therefore China”. They included Sir Iain Duncan Smith and Baroness Kennedy of the Shaws, leading critics of the CCP who were sanctioned by Beijing in 2021. Yuen and Wai’s intelligence work “coincided with determined measures” by the Hong Kong authorities to “extend their reach beyond their jurisdiction”. Far from keeping their agenda secret, the Hong Kong authorities “publicised” bounties for their targets such as pro-democracy protesters, some of whom were British residents. Up to £100,000 was offered for information to locate or capture them. British officials have become increasingly alarmed by the bounties issued by Hong Kong for targets residing in the UK. Last year, the head of MI5, Sir Ken McCallum, used his annual speech to call out the “harassment and intimidation” and revealed that Hong Kong Police had issued them more than a dozen bounties for pro-democracy activists in Britain. Nathan Law, a UK-based pro-democracy protester, was among those surveilled as part of the operation. May 7: UK Border Force officer Peter Wai and former Hong Kong police officer + office manager of Hong Kong Economic and Trade Office in London Bill Yuen were convicted of spying for China by carrying out “shadow policing” operations in Britain. Wai and Yuen, both dual Chinese and British nationals, conducted surveillance and gathered information about Hong Kong pro-democracy supporters and others deemed “persons of interest”. A jury in the Central Criminal Court in London found them guilty on charges they violated the National Security Act by assisting a foreign spy service. Wai was also convicted of misconduct in a public office. The panel could not reach verdicts on charges that the men committed foreign interference. The convictions & sentences show how seriously this kind of activity is taken in the UK & that it won’t be tolerated. It’d also serve as a warning to anyone else who might consider doing similar that it’s simply not worth it & that when you’re caught,you’ll face a lengthy prison.
