If as a seller I straight up decline an offer. Here are my reasons for not responding. A) 25% or more off BIN B) initial offer declined, submit offer again +$2 C) BIN is competitive

It's often just a default in order to take offers, if the situation calls for it. No BO forces sellers to be too exacting on pricing. BO allows them grace if they've mis priced an item.
