In a recent Bloomberg article, CEO Burton Catledge highlights our project in the Dominican Republic and the growing focus of U.S. space policy on working with allied nations to secure the Americas’ access to space—underscoring the strategic importance of space infrastructure across Latin America. President Trump’s space and national security policy made clear that the United States must ensure critical infrastructure in the Western Hemisphere is built with trusted partners and aligned interests. Under President Luis Abinader’s leadership, the Dominican Republic is taking that approach—advancing a commercial spaceport that supports long-term economic growth, national capability, and deeper integration into the global space economy. This is a sovereign decision by a country choosing to invest in its future while aligning with partners that share its vision for development and stability. As President Abinader noted: "This will be pioneering infrastructure that opens the doors of the global space economy for our country."

In every conversation we’ve had here in the Dominican Republic, one theme keeps coming up: the next generation. Students want to know what they should study. Young professionals want to know how they can prepare. Parents want to understand what this means for their children’s future. A spaceport is not just a launch site. It creates demand for engineers, technicians, safety specialists, environmental scientists, logistics professionals, maritime and airspace coordinators, and skilled trades. It requires the participation of an entire nation—the skills, talent, and services that already exist here. And some that need to be developed. That kind of ecosystem does not appear overnight. It grows intentionally. Our focus is not only on building infrastructure, but on understanding how this project can align with existing Dominican educational institutions, technical programs, and local industry—so that opportunity is built here, not imported. A sovereign launch capability strengthens the nation. A prepared generation sustains it. Building a spaceport requires real operational experience. Launch operations, regulatory frameworks, environmental compliance, range safety, airspace coordination, mission integration—these are complex systems that only work when they are designed by people who have managed them before. Launch On Demand brings leadership that has overseen operations at some of the busiest spaceports in the world. That experience shapes how sites are evaluated, how risks are modeled, and how infrastructure is designed from the start. In the Dominican Republic, we are working alongside national leadership to approach this project with that same discipline. This is not being built as a single launch pad. It is being designed as an integrated launch system—one that prioritizes safety, efficiency, and long-term operational sustainability. Projects like this must be planned with generational foresight. Space infrastructure is not built for a moment. It is built to support decades of national capability, economic development, and technological progress. That also means designing infrastructure that meets the reliability and governance standards expected by trusted partners across the Americas. Not every location on Earth is suitable for launching rockets. Geography matters in spaceflight. The Dominican Republic sits near some of the most efficient launch corridors in the Western Hemisphere. Its position in the Caribbean provides access to equatorial and low-inclination orbits—routes that allow rockets to carry more payload and operate more efficiently. In simple terms: launching closer to the equator makes space access more effective. But location alone is never enough. Successful spaceports require political stability, coordinated maritime and airspace governance, infrastructure capacity, and long-term national vision. The Dominican Republic has demonstrated the leadership and sovereign commitment necessary to support that responsibility. Today, space access is also becoming a matter of resilience. U.S. space policy increasingly emphasizes distributed launch infrastructure, trusted partnerships, and allied capability across the Americas. Pedernales is positioned to contribute to that future—supporting commercial launch activity while strengthening the broader space architecture of the Western Hemisphere. That combination of geography, governance, and regional cooperation is why this location was chosen.

A recent House report laid out the strategic implications of foreign-operated space infrastructure in Latin America. The conclusion is straightforward: space infrastructure in our hemisphere is not just commercial. It carries long-term security implications. President Trump’s national security strategy made clear that the United States should not allow strategic competitors to position critical capabilities in the Western Hemisphere. That principle applies to space. President Luis Abinader has positioned the Dominican Republic as a stable democratic partner aligned with the United States and the broader Americas. Our proposed Dominican spaceport is commercial infrastructure. It is intended to create jobs, build technical capacity, and integrate the country into the global space economy. It is also being structured within U.S. regulatory frameworks and allied standards. As space becomes more integrated into national security and economic systems, infrastructure in the Americas should reflect U.S. partnerships and shared strategic interests.
