Andor production designer Luke Hull: "It’s like this big white elephant in the middle of the city. ... I mean, I know that in the prequels you’ve got those big statues out the front, but we could say they’re around the other side. This was purely for giving some actual human scale to something that is so vast you couldn’t possibly build it." Notice how, in this shot from The Phantom Menace, you can make out tiny figures of people milling about the plaza in front of the Senate building, looking like a bunch of ants. They are dwarfed by the aforementioned giant humanoid statues, which tower over the plaza on either side. The giant statues recede in rows into the distance, getting smaller and smaller with perspective, until we see that they themselves are dwarfed by the Senate building. Thus, this shot provides multiple layers of scale, emphasizing the incredible size of the Senate building. Now compare this with the Andor shot. The Senate building is obscured by the new Calatrava architecture that has been inserted into the shot, making it harder to see. Compositionally, the Calatrava architecture also hogs the frame, making the Senate building look relatively smaller and less impressive. Compared to the Phantom Menace shot, the people milling around here also appear much larger in the frame, which further serves to make both the Calatrava architecture and the Senate building seem smaller in comparison. The sense of enormous scale from the Phantom Menace shot has been utterly neutered in this new Andor shot. And unless I'm misreading the production designer, this was basically the point: they needed to essentially shrink the Senate area to facilitate having the actors walk around an actual physical location. The prequel Senate building in the background is almost treated like an unfortunately necessary inconvenience. My guess is that Tony Gilroy would rather not have had the prequel Senate building there at all, but that would have been too continuity-breaking to be allowed by LFL, even for Tony Gilroy. And that's probably the only reason it's even there.
