Instead of fining England's water comanies huge amounts they can't afford to pay because they've been pauchlin the profits, how about blocking all payments to their investors for a set time, thus giving water companies a year to use annual payouts to fix their sewage problems?
There's probably a flaw in the idea, but stopping annual payouts and CEO bonuses has to be a must.
