I'm absolutely baffled by this. Do the DfE genuinely believe that a struggling reader won't have been identified before Year 8 and that doing another test will make any difference? It's insulting to staff who work in primary schools and won't benefit pupils in any way.

Too many pupils are disengaged after moving from primary to secondary school, leaving them without the skills they need for work and life. Our new Year 8 reading test will help teachers to spot struggling readers early and provide pupils with the support they need to achieve and thrive.

Just a lil reminder that even the most sophisticated of observation instruments* only have very modest relationships with student learning outcomes (Gill, 2016). Worse: evidence suggests that even when experienced raters agree on observations judgements, we tend to be wrong (Strong, 2011) 😱 Teaching is highly complex —evaluating it may be even moreso. (*CLASS & Danielson have been in development for over 20 year by lots of super smart folks)
