As @mckenzielaw correctly pointed out, no conference owns these neutral site games or their broadcast rights.
The rights that exist are the event operator’s right to control who has access to the game venue to create the broadcast.

My dad is 75 and lives in Iowa. He got the MLB Extra Innings package to watch the Tigers again this year - something he plans his whole day around. Tonight, Detroit (664 miles from his house) hosted Milwaukee (360 miles from his house). Couldn't watch. Blacked out. (1/2)

Per a press box announcement, tonight's Pirates-Rays game is expected to resume at 7:05 p.m.
If it does begin then, that would be just under a two hour, 30 minute delay.

@ImmaculateView I absolutely hate this because the Pac 12 is dead and it's time for their bowls to line up with a conference and not keep straddling. Obviously no one thinks 12 team CFP is long term and you can't do long-term bowl tie-ins in the meantime.

Clarification: the Pope is not planning to attend the actual games but there is “a planned audience with Pope Leo XIV set to take place ahead of the game(s),” per the press release.
