Smuggler's Black market idea is great and I wonder why devs did not think about it as a natural way to re-introduce some older cosmetics. My personal idea: a) Some OG cosmetics receive a smuggler status - they are part of contraband now. b) Working for smugglers can receive a monthly smuggler cache containing 3 contraband items unowned by the player. Player picks one of those 3 cosmetics Those cosmetics can range from weapons, to ship parts and other stuff branded as contraband. c) Contraband items are also part of monthly Black Market where for dabloons players can buy the smuggler cache making it 2nd one in the month. This would mean if someone did grind dabloons as well as grind Smuggler's League every month they would get 2 of unowned oldschool cosmetics. This would also add a minor lootbox feeling becasue you never know what you get from Smuggler Contraband Cache so there would always be a little exitement to pick one of 3 items from each cache every month. Of course it would have to come with some limitations since not every item should be brought back but it could get mixed with new Smuggler items as part of contraband.
