Look at the way DC of Kishtwar, His Highness Pankaj Kumar Sharma talks to the Army personnel just because his highness had to face 10 min delay due to the Army's movement. I would suggest putting the whole Kishtwar District on lockdown whenever his highness is on the move.

Kishtwar Incident: Army's Version of Events (Summary) According to the Army's account, the incident began after Rashtriya Rifles (RR) civilian vehicles, engaged in official duties, inadvertently delayed the Deputy Commissioner's convoy by 10–20 minutes. Following the delay, the civil administration allegedly ordered the immediate seizure of the Army vehicles, which were taken to Atholi Police Station. The Army claims the seizure was carried out without following the prescribed Standard Operating Procedures (SOPs). In an effort to resolve the matter peacefully, the Commanding Officer reportedly sent a Company Commander and a Quick Reaction Team (QRT) to the police station to seek the release of the vehicles through dialogue. The Army alleges that police personnel locked the station gates and declined repeated requests for discussion. It further claims that after attempts at communication failed, the gates were breached. During the confrontation, a police official allegedly cocked his weapon and threatened the Army personnel, prompting the QRT to intervene, disarm the individual, and secure the area. A physical altercation followed, involving police personnel, including the Station House Officer (SHO). The Army maintains that the subsequent FIR filed against its personnel resulted from a breakdown in coordination between the civil administration and the Army. The matter remains under investigation, and the claims made by both sides have not been judicially established.

TWO YEARS DETENTION UNDER TREATMENT AGAINST LAW? Systemic Ill-Treatment of Colonel Annu Dogra: A Continuing Failure of Accountability and Justice Colonel Annu Dogra, a serving officer of the Judge Advocate General (JAG) Branch of the Indian Army, has been subjected to sustained institutional ill-treatment, resulting in grave violations of her dignity, mental health, and fundamental rights. During the course of her service, serious allegations of sexual harassment were raised; however, no fair, independent, or time-bound inquiry was initiated. The continued inaction reflects institutional apathy and suppression rather than lawful redressal, thereby eroding confidence in the system meant to protect its officers. Over a prolonged period, she was subjected to continuous harassment, coercion, and humiliation within the institutional framework. The cumulative effect of such treatment led to severe psychological distress and a marked deterioration in her mental health. Instead of safeguarding her rights and well-being, the conduct of authorities reflects systemic victimisation, leaving her without meaningful protection or support. As a direct consequence of this sustained trauma, Colonel Annu Dogra had to undergo psychiatric treatment, including 17 sessions of Electroconvulsive Therapy (ECT). It is clarified that the ECT procedures were not forcibly administered by the Army; rather, they became medically necessary due to the extreme psychological damage caused by continuous harassment and humiliation. This establishes a clear and compelling causal link between the institutional conduct she endured and the resulting medical condition requiring intensive treatment. Despite the severity of her condition and the circumstances leading to it, no inquiry has been conducted to fix responsibility for the deterioration of her mental health. There remains a complete absence of accountability for actions that pushed a serving officer to such a critical state. During the period of treatment and restricted circumstances, her minor child was also exposed to the same distressing environment, compounding the humanitarian concerns and reflecting a disregard for both maternal and child welfare considerations. Repeated attempts to seek justice through official channels, complaints, and representations failed to yield any meaningful outcome. Principles of natural justice and fair hearing were effectively denied, leaving her without access to an impartial mechanism of redressal. Further compounding the issue, applications filed under the Right to Information Act seeking transparency and accountability were met with silence or evasive responses, indicating deliberate opacity and withholding of crucial information. Rather than receiving protection, Colonel Annu Dogra faced retaliation, marginalisation, and reputational harm for raising her voice. This pattern demonstrates institutional bias and a tendency to suppress dissent, particularly in the case of a woman officer asserting her rights. Cumulative actions constitute clear violations of fundamental rights guaranteed under the Constitution of India, including Article 14 (equality before law), Article 19(1)(a) (freedom of expression), and Article 21 (right to life, dignity, and mental well-being). Failure to act in a case involving a serving woman officer also highlights a deeper, systemic issue of gender insensitivity and discrimination within the institutional framework. The absence of prompt and impartial action underscores the urgent need for structural reforms to ensure accountability and protection of rights. The case of Colonel Annu Dogra illustrates how continuous harassment, humiliation & institutional inaction can push an individual to severe mental health consequences, necessitating intensive psychiatric intervention. The central issue is not merely the treatment undergone, but the complete absence of inquiry, accountability & corrective action against those responsible for causing such harm.
