O trabalhador fica mesmo a ganhar, é o chamado aumento de salário, sem tributação de IRS, mas que vai aumentar a tributação da empresa em sede de segurança social. Em Portugal já existe algo semelhante ao que pretendes , chama-se recibos verdes

@Lu_S_C_P Isentas esse valor de impostos no irs e vai dar igual. O trabalhador talvez ate fica a ganhar. As empresas poupam tempo de trabalho que nada tem a ver com o negocio. A economia ganha. Toda a gente ganha com sistemas mais simples

This always blew my mind. The absolute nonsense complexity that payroll has in Portugal and other countries!
But it can get even more complicated.
Portuguese salaries have a mandatory, tax-free meal allowance that goes with it.
Its amount is regulated, but limits are higher if you support bank lobbies and get their meal cards. If you want to simplify and just want it in your salary, less of it is tax free.
But then, because it's a meal allowance, you only get it paid to you when you're working. So every time you take a day off, that month's payslip will deduct the meal allowance for that day.
So to calculate your ACTUAL yearly salary, you need to sum 14 months of salary + 11 months of meal allowance.
The amount of accounting hours lost with all this complexity is incredible.
How insane would it be to just say: your salary is 54k sir, 4500 every month.
Simple and predictable. But that would be too easy.

Portugal does 14 months of payroll a year. So when you are in San Francisco, New York, etc. and you need to run payroll for someone in Portugal, you think "Salary is salary. Twelve months." Then you learn the calendar has 14. What the hell is this, a different calendar or something? And that is one country.

Van een Nederlandse inwoonster in noorden van Israël:
Ik woon in Israel, elf kilometer van de grens met Libanon. Gisteren kreeg ik veel reacties uit Nederland, van bekenden en onbekenden, over de aanval van Israël op Libanon. Het onderwerp heeft breed aandacht gekregen in de Nederlandse media.
Ik ga niets en niemand meer verdedigen, want dat heeft geen zin; de discussie blijft zich herhalen. Maar ik wil me wel richten tot de media: laten we uitgaan van het principe “waar twee vechten, hebben twee schuld”. Een spreekwoord dat iedereen begrijpt. Jullie ook hoop ik.
Laten we dat dan ook hier toepassen. Dat betekent dat je beide kanten belicht. Anders verlies je aan geloofwaardigheid. De realiteit vanuit Libanon kennen jullie goed en daar wordt voortdurend over bericht. Israël voert luchtaanvallen uit en veroorzaakt grote schade, dat beeld is zichtbaar en wordt gemakkelijk gedeeld.
Maar verslag doen vanuit de andere kant blijkt lastiger. Een belangrijk detail: in bijna zes weken zijn er vanuit Libanon meer dan 4000 raketten afgevuurd op Israël.
En nog iets. Sinds het staakt-het-vuren met Iran is Hezbollah doorgegaan met aanvallen op het noorden, dag en nacht. Alleen gisterenmiddag al moest ik vier keer naar de beveiligde kamer, en ook vannacht weer. Ik heb 30 seconden om er te komen.
Breng het nieuws zoals het is. Waar twee vechten, hebben twee schuld. Dat moet toch te behappen zijn?
