Hudson said Sudan risks partition, mass violence, and regional destabilization stretching from the Horn of Africa to the Mediterranean. He condemned what he called the international community’s habit of “admiring the problem,” arguing governments have failed to impose real costs on perpetrators even after what then-President Biden described as genocide in El Geneina in 2023. He detailed escalating war crimes following the RSF’s seizure of El Fasher, systematic civilian targeting in Kordofan, and famine conditions in cities like Kadugli and Dilling, where, he said, “with no food, functioning hospitals, or route out of the cities, these populations now have virtually no means of survival.” Hudson described the war as a “fully internationalized” 21st-century conflict, citing drones, electronic warfare, and an extensive UAE military airbridge supplying the RSF. He urged the Council to expand and enforce the arms embargo nationwide, renew sanctions, accelerate ICC investigations beyond Darfur, and fully fund and protect Sudan’s mutual aid networks.
