Take the case of Eng. Kigwa, the Jubilee Party candidate.
At his village home, he has a borehole. Outside his gate, there is a public tap where anyone can fetch water free of charge. People arrive with donkeys and jerricans every day. He has even connected his neighbors to his water supply and never charges them for pumping. It is all provided freely.
Yet, at his own village polling station, he received only 4 votes.
