On the sidelines of the Greater Horn of Africa Climate Outlook Forum (GHACOF 73) in Addis Ababa, Ethiopia, glad to conduct extensive discussions with the World Meteorological Irganization (WMO) and the leadership of the National Meteorological and Hydrological Authorities (NMHAs) of Burundi 🇧🇮, Djibouti 🇩🇯 , Ethiopia 🇪🇹 , Kenya, 🇰🇪 Rwanda 🇷🇼, Somalia 🇸🇴 , South Sudan🇸🇸, Sudan 🇸🇩 , Tanzania 🇹🇿 and Uganda🇺🇬. The Steering Committee discussed how to strengthen ICPAC and NHMAs so that they produce reliable and timely climate services for the Member States.

Today in Jigjiga, I addressed the Elite Dialogue on Peace and Security in the Horn of Africa, calling for deeper dialogue and renewed regional ownership in shaping our shared future. At a time of growing global fragmentation and shifting alignments, the Horn must stand together, speak with clarity, and act with unity to secure its own peace and future.

Convened by the @IGADsecretariat, 73rd Greater Horn of Africa Climate Outlook Forum (GHACOF 73) opens in Addis Ababa, Ethiopia. Attended by delegates from Member States of the Greater Horn of Africa (🇧🇮 🇩🇯 🇪🇹🇰🇪🇸🇴🇸🇸🇸🇩🇷🇼🇹🇿🇺🇬), World Meteorological Organization (WMO) climate scientists, civil society, partners, and other stakeholders, it was an opportunity to take stock of the findings of GHACOF 72, and make prediction for the June-September 2026 outlook. This prediction will provide policymakers and economic and social actors with timely and scientific information to make correct anticipatory actions.

Congratulations to my brother HE Osman Doubbad on his appointment as the Djibouti Ambassador to Somalia. Osman served as the first commander of the AMISOM contingent (Djiboutian and Ethiopian) in sector 4 (Hiiraan) of Somalia. He laid the foundation for the excellent relations between the peacekeepers and the local community, earning the moniker ‘Hiil Walaal’ -brotherly solidarity- for them in the process. During his tenure, he oversaw the fight against the Shabaab, mentoring of local forces, community engagement projects, assistance to flood victims and countless other interventions in the spirit of ‘Brotherly Solidarity’. His appointment as Ambassador to Somalia during this critical time is a wise decision by HE @IsmailOguelleh, and will be a great asset, not only for bilateral relations between the two countries (Djibouti and Somalia) , but the for entire Horn of Africa region. I’m proud to have worked with him through thick and thin, during my tenure in HirShabelle, and wish him well in this new chapter of his life. @souefmo_elamine @NuursViews @ATMIS_Somalia

At today’s Ministerial Meeting on the Reform of the UN Security Council, held on the margins of the Africa–France Summit in Nairobi, H.E. Mahmoud Ali Youssouf, Chairperson of the African Union (AU) Commission, reaffirmed Africa’s united & principled position on @UN Security Council reform. The Chairperson @ymahmoudali underscored that “Africa is not asking for a favour; Africa is demanding the correction of a historical injustice,” stressing that the continent can no longer remain excluded from permanent representation in the Council despite its demographic, political, & economic weight. Guided by the Ezulwini Consensus & the Sirte Declaration,he said Africa continues to call for no fewer than two permanent seats with full prerogatives, including the veto while it exists, & five non-permanent seats in an expanded Council. Chairperson Youssouf welcomed the support of France, Kenya, & Sierra Leone in advancing the African Model, & called for stronger political coordination, strategic alliances, & concrete action to transform growing international consensus into meaningful reform. “The credibility & legitimacy of the Security Council depend on its ability to reflect the realities of today’s world, not the geopolitical order of 1945,” he stated. He further noted that the AU’s permanent membership in the G20 has already demonstrated that global governance institutions can evolve to become more representative, inclusive, & responsive to contemporary realities.
