Guys, ada pernyataan Prabowo yang menurut gue paling berbahaya yang pernah gue dengar dari seorang presiden soal mata uang negaranya sendiri. Dan dia ngomong ini bukan di forum terbatas. Bukan slip of the tongue. Tapi di depan ribuan rakyat dengan penuh keyakinan: Mau dolar berapa ribu kek kalian di desa-desa kan enggak pakai dolar. Yang pusing yang suka ke luar negeri. Ini bukan candaan. Ini adalah cara berpikir yang sangat berbahaya. Gue mau kasih lo contoh nyata negara yang pemimpinnya pernah berpikir persis seperti ini. Dan apa yang terjadi setelahnya. Zimbabwe ketika presiden bilang rakyat desa tidak butuh mata uang yang kuat: Robert Mugabe selama bertahun-tahun bilang kepada rakyatnya bahwa pelemahan nilai mata uang adalah konspirasi Barat. Bahwa rakyat desa yang tidak bertransaksi dalam dolar tidak perlu khawatir. Hasilnya? Inflasi Zimbabwe mencapai 89,7 sextillion persen per tahun di 2008. Orang membawa uang keranjang penuh hanya untuk beli roti. Petani di desa yang "tidak pakai dolar" mendapati hasil panennya tidak bisa dibeli siapapun karena harga berubah setiap jam. Tabungan seumur hidup hilang dalam semalam. Mereka akhirnya menyerah dan menggunakan dolar Amerika sebagai mata uang resmi. Mata uang mereka sendiri sudah tidak ada nilainya sama sekali. Venezuela ketika pemerintah melarang rakyat khawatir soal kurs: Hugo Chavez dan Maduro selama bertahun-tahun meyakinkan rakyat bahwa kurs tidak relevan bagi rakyat kecil. Yang penting ada subsidi. Yang penting ada program sosial. Hasilnya? Inflasi Venezuela mencapai 1.000.000% di 2018. Dokter, guru, insinyur semua yang punya pendidikan dan bisa pergi pergi. Lebih dari 7 juta warga Venezuela meninggalkan negaranya. Rakyat desa yang "tidak pakai dolar" itu akhirnya mengantri berhari-hari untuk dapat sekarung tepung. Mereka juga akhirnya terpaksa bertransaksi dalam dolar di pasar gelap karena mata uang mereka sendiri tidak dipercaya siapapun. Dan sekarang kembali ke Indonesia yang ternyata sangat relevan: Prabowo bilang rakyat desa tidak pakai dolar. Tapi benarkah demikian? Kedelai bahan baku tempe dan tahu yang dimakan rakyat desa setiap hari 90% diimpor dari Amerika Serikat. Harganya ditentukan dalam dolar. Ketika rupiah melemah dari Rp13.000 ke Rp17.000 — harga kedelai naik. Harga tempe naik. Harga tahu naik. Penjual tahu dan tempe di desa yang "tidak pakai dolar" itu langsung merasakan dampaknya di meja makan mereka. Gandum bahan baku roti, mie instan, biskuit yang dikonsumsi rakyat desa 100% diimpor. Harganya dalam dolar. Pupuk yang dipakai petani desa untuk bercocok tanam sebagian besar bahan bakunya diimpor. Harganya dalam dolar. Obat-obatan generik bahan bakunya sebagian besar diimpor dari China dan India. Harganya? Dalam dolar. Rakyat desa tidak pegang dolar secara fisik. Tapi seluruh kehidupan mereka dari makan pagi sampai obat yang mereka minum harganya ditentukan oleh kurs dolar. Dan inilah yang paling miris: Presiden yang seharusnya menjaga kepercayaan pasar terhadap mata uang negaranya justru dengan entengnya bilang kurs dolar tidak relevan bagi rakyat. Padahal kepercayaan itulah yang membuat rupiah bisa stabil. Kepercayaan itulah yang membuat investor mau masuk. Kepercayaan itulah yang membuat rakyat tidak lari ke dolar dan emas seperti yang sekarang terjadi dan dikhawatirkan oleh ekonom-ekonom kita. Ketika presiden sendiri tidak menganggap serius pelemahan mata uangnya sinyal apa yang dikirim ke pasar? Sinyal apa yang dikirim ke investor asing? Sinyal apa yang dikirim ke rakyat yang tabungannya dalam rupiah? Bandingkan dengan pemimpin yang serius: Lee Kuan Yew dari Singapura negara tanpa sumber daya alam apapun menjadikan kestabilan mata uang sebagai prioritas utama pemerintahannya. Dia tahu bahwa kepercayaan terhadap mata uang adalah kepercayaan terhadap negaranya secara keseluruhan. Hasilnya? Singapura hari ini punya GDP per kapita lebih dari 80.000 dolar. Rakyat Singapura yang "cuma pedagang kecil" pun hidupnya jauh lebih sejahtera dari rakyat kita yang punya sumber daya alam berlimpah. Bukan karena Singapura kaya alam. Tapi karena pemimpinnya tidak pernah menganggap remeh nilai mata uangnya. Pernyataan "mau dolar berapa ribu kek, di desa kan tidak pakai dolar" bukan pernyataan yang menunjukkan ketenangan seorang pemimpin. Itu adalah pernyataan yang menunjukkan ketidakpahaman atau lebih buruk lagi, ketidakpedulian terhadap bagaimana ekonomi nyata bekerja di tingkat paling bawah. Rakyat desa tidak pegang dolar. Tapi rakyat desa makan tempe dari kedelai impor yang harganya dalam dolar. Rakyat desa bertani dengan pupuk yang bahan bakunya dalam dolar. Rakyat desa berobat dengan obat yang bahan bakunya dalam dolar. Ketika presiden tidak peduli dengan kurs yang tidak peduli bukan hanya presidennya. Tapi seluruh sistem di bawahnya ikut tidak peduli. Dan ketika seluruh sistem tidak peduli dengan nilai mata uangnya sendiri kita tinggal menunggu giliran menjadi Zimbabwe atau Venezuela berikutnya. Semoga kita tidak sampai di sana. Tapi pernyataan seperti ini tidak membuat gue yakin bahwa kita sedang bergerak menjauhi arah itu.
